SUMMARY OF CHANGES FOR THE POINT-TO-POINT REGULATIONS & INSTRUCTIONS 2008 / 2009
REGULATIONS
Definitions
Club Races
The definition has been amended to reflect the fact that a “Club Intermediate” race will now, by definition, fundamentally be classified as an Intermediate race rather than a club race. This ties in with the existing definitions of “Club Maidens” and “Club Restricteds”.
Hunter Certificate
The definition will be updated to reflect the 29th November 2008 start to the season.
Point-to-Point Authority
A new definition has been added to reflect the fact that certain administrative functions will be formally delegated to the new Point-to-Point Authority LLP ahead of the 2008/2009 season.
Point-to-Point Season
The relevant dates will be rolled forward one year or changed to reflect the earlier start to the season.
The Racing Season
The definition has been updated to show that the 2008/2009 NH season ends on 25th April 2009.
Changes to the current Regulations for 2008 / 2009
Sub-Regulation 1 (xv)
This sub-regulation currently allows for BHA employees to exercise certain powers of the BHA on behalf of the BHA Board. With the advent of the Point-to-Point Authority (PPA) it has now been expanded to allow for other formally specified individuals or entity to undertake delegated tasks.
Sub-Regulation 2 (iii) (b) & Regulation 3
The references to the Committee of Tattersalls has been removed in line with the Rules of Racing.
Sub-Regulation 13 (xv) – Powers of Stewards
An additional power which allows the raceday Stewards to order the withdrawal from a race of any unruly horse where they have reason to be concerned has been added to reflect the Rules of Racing.
Sub-Regulation 32 (iii)
The registration fee for a Hunter Certificate (now payable to PPA) has been slightly increased by PPA to £75:97. The fee includes a supplementary £15 contribution from owners – a sum agreed but by the Point-to-Point Owners and Riders Association – as well as the usual £1 to retraining of racehorses.
Sub-Regulations 34 (ii), (iii), (iv) and (v) - Horse Eligibility: performance “cut-off” Dates
The applicable performance cut-off dates, which govern whether or not a horse is eligible to run in a Point-to-Point in the season in question, will be moved forward one year.
Sub-Regulations 34 (vii) - Horse Eligibility: performance criteria
To reflect a change recently made for Hunter Chases, horses placed 1st - 3rd in a Grade 1 or Grade 2 Steeple Chase since a specific date will not be eligible for Point-to-Pointing. For the 2008/9 season the date is September 30th 2007 and the date will be rolled forward annually.
Sub-Regulation 36 (ii b), 38 (i) - Vaccinations against equine influenza
Sub- Regulation 152 (vii) Disqualification of horses
The current wording which rules out vaccination “seven days previous to the race” has been amended to “on the day of the race or on any of the 6 days prior to the day of the race” as per the Rules of Racing.
Sub-Regulation 50 (ii) - Riders: Annual Riders’ Certificate Administration fee
The administration fee for the Riders Qualification Certificate (RQC) will be amended to reflect a very slight increase in line with inflation.
Sub-Regulation 51 (i) – Riders: Hunt Race Eligibility
Qualified riders who also meet the novice rider criteria (as per the definition) will be eligible to ride in four hunt races rather than the current blanket maximum of three.
Regulations 60- 62 – Authorisation of meetings
The regulations have been modified as necessary to reflect the fact that fixture applications will now be submitted to the PPA rather than the BHA, albeit the authorisation of such fixtures firmly remains with the BHA. The basic cost of a fixture application has been raised from £235 to £242 (inc VAT).
Regulation 74 - Weights
The regulation has been amended to highlight that the allowances in place for 4 year olds in December Point-to-Points will also apply to November (as the season is due to start on the last weekend in November this year).
Regulation 75 - Penalties for wins
All penalty dates will be moved forward one year.
Regulation 162 – Disqualification of Persons
The references to the Committee of Tattersalls have been deleted.
Appendix J – Tying down of Horses’ Tongues and Bitting
A further ruling has been added in which should a tongue strap become loose or displaced on the way to the start it will be the sole responsibility of the owner or his representative to replace it.
Appendix L – Advertising
The Appendix will be expanded to give fixture organisers the opportunity of offering sponsorship for number cloths. The criteria (size/appearance etc) are due to be in line with the requirements in place under Rules.
Appendix M – Irish Point-to-Pointers
The Appendix has been expanded to reflect that a “Winners of 3” is deemed to have won an Intermediate race in GB.
Appendix U – Guidelines for Disciplinary Enquiries at Shaftesbury Avenue
A number of procedural amendments have been made to reflect the Rules of Racing.
Appendix Y – Regulations for Appeals to an Appeal Board at Shaftesbury Avenue
Procedural amendments have been made to reflect the Rules of Racing.
INSTRUCTIONS
Fixture Applications – 1.1
The Instruction will be changed to reflect the fact that fixture applications must now be returned to the Point to Point Authority.
Construction of Fences – 3.4
Padding of guard rails will be compulsory from the start of the 2010/11 season as agreed by PTPB in June.
Loose Horses – 6.7
Additional wording has been added to reflect that horse catchers must, wherever possible, have a radio or mobile phone.
Advertising – 7.4
This section will be changed to reflect the fact that organisers can offer sponsorship of number cloths from 2008/9.
Qualification of Riders – 7.5
This will now reflect that Riders Certificates are issued by the Point to Point Authority, albeit the BHA Medical Dept assessment remains central to the whole application process.
Stewards Powers – 8.1 (c)
The new power highlighted in sub-regulation 13 (xv) above will be reflected.
Medical Treatment Facilities – 8.2 (vi)
This paragraph will be reinforced to highlight the importance of the facility being adjacent to the changing tent/room.
Medical Arrangements – 8.7
Further detail will be added to para a) to explain why it is vital that organisers appoint a senior doctor well in advance of the fixture.
Veterinary Arrangements – 8.8 (ii) – Recovery Vehicle
Additional detail will be added so as to avoid the use of eg flatbed trailers.
Fence Attendants – 8.9
To reflect previous discussions at PPSA and PTPB, this paragraph will be amended to require at least 2 Fence Attendants (was one) at every fence jumped twice.
Conclusion of Meeting – 9.1
This will be amended to reflect that all raceday returns (with the exception of medical data) are now to be firstly sent to the Point to Point Authority who will then forward to BHA.
